Many state archives have acquired records from hospitals and other health related departments, however, because of HIPAA (Health Insurance Portability and Accountability Act) regulations, archives need to know what care must be taken in curating and providing access to these records. David Ware, State Archivist for Arkansas will discuss the records that began this process. Attorney Chuck Hardin, who serves as the Privacy Officer for the Arkansas Department of Health will share some of the dos and don'ts when dealing with records that are covered under the HIPAA laws. Finally, Allen Ramsey with the Connecticut State Library will discuss exemptions in state law to disclosing health records and attempts at legislation to open the records.
