Emergency Operations Plan (VA)

The Commonwealth of Virginia Emergency Operations Plan (COVEOP) provides the framework for how the state will support impacted local governments, individuals and businesses. The plan can be explored as a single document or as parts. This plan is compatible with the National Response Framework and outlines how Virginia will work with the federal government to deliver federal disaster assistance. The COVEOP improves our capability to respond to and recover from natural and human-caused disasters.
